Nanki-Poo, the son of the Mikado, arrives in Titipu disguised as a traveling minstrel. He has fled an arranged marriage at his fathers court to elderly Lady Katisha, to marry his true love Yum-Yum, the beautiful ward of Ko-Ko. Ko-Ko, now the Lord High Executioner, is already engaged to marry her. As High Executioner, he has a "little list, that won't be missed", and it looks like Nanki may be on it. Now, Koko has received a summons from the Mikado asking why there have not yet been any executions. And the Mikado is coming to visit!
